Analytical Framework for Assessing Technical Capacity

This project ERSC funded project was an extension of the Governing Inclusive Green Economy in Africa with a focus on three sectors: agriculture, energy and industry. Adapted from UNDP capacity gap assessment studies, the framework developed is a three-dimensional model comprising of three levels of points of entry, five core issues and five functional capacities considered to be central in the planning and implementation of green economy policies in Africa. The developed framework was validated through two participatory consultative workshops held in Kenya and Nigeria with 65 key technical officers, where capacity assets and gaps as well as some key barriers to transitioning to green economy in Africa were explored at length.
