Options for Adaptation and Loss and Damage in a 2015 UN Climate Agreement

As a consultant for the World Resource Institute (WRI), Professor Okereke was the Principal Investigator in a project that explored options for addressing climate adaptation and loss and damage in UNFCCC Paris agreement as well as implications for vulnerable communities in African and other developing countries around the world. The Funding Entity was the European Commission, and the project has over 30 partners around the world. The project explored options and opportunities for domestic and international support for adaptation in developing countries as well as how to link adaptation action with broader economic development. This working paper is part of a series of ACT 2015 research on key elements of the 2015 Paris climate agreement. It explores some of the key issues relating to adaptation and Loss and Damage (L&D) and outlines options for addressing them in the 2015 agreement. The aim of the paper is to identify the central questions and dilemmas concerning adaptation and L&D, and to elaborate on some proposed approaches that are already in circulation.
