Analytical Framework for Capacity Gap Assessment

Green economy transition requires the development and deployment of a range of capacities and a cultivation of green innovation ecosystems. The Green Growth Capacity Assessment Framework outlined in this report details core issues and functional capacities that are relevant for a green economy transition in Africa. While lack of or limited capacity is identified as one of the main barriers hindering the transition to green economy in Africa, little effort has been devoted to systematically identifying existing capacities assets and gaps with a view to enabling green growth transition in Africa.
